Its a really difficult line to draw on censorship. most colleges have some vague kind of policy. They don't ban you from anything but you sign an agreement not to look at anything or do anything in-appropriate its usually somewhere in the small print of the learning agreement. It gets intresting when your on an art course and your resarch heads of towards dodgy teritory. For example I did a project on pin-up images for which I had to access page 3.com. Now with a lt of of the shelf content blockers I wouldn't hav been able to do my research. Other people had similar issues when looking into body painting and fetish photography. All that happens is you get a network guy tap you on your shoulder and ask you what your doing and as long as you can justify it your fine.
So if someone was looking at child porn it would be logged next to their name and they could be thrown out of college and reported to the police unless they could explain what was going on.
The only incident I can recal of a band site getting barred was slipknot.com when i was on a music course as a lot of people were using the chat rooms to talk to people over the other side of the colege.
